We are seeking to test that hypothesis in discussions with councils, as well as proposing a series of policy reforms, following discussions with councils and partners, that would better meet the needs of children with special needs within existing high needs budgets. Additional information: The contracting authority considers that this contract may be suitable for economic operators that are small or medium enterprises (SMEs). However, any selection of tenderers will be based solely on the criteria set out for the procurement.",
