CPC would like to remove the existing failing felt and flashings, install insulation, prepare roof structure to hold PV panels for years to come and then install a new roofing layer. These tenders are linked with the expectation that contractors will liaise with each other with regards to timings so the scaffolding can be used for both projects and that the load calculations are complete.
