The current spend on these services is far lower than the published values. They are simply provided in case of a reasonable worst case scenario should there be a significant increase in passenger numbers requiring hotel quarantine brought about by either a change in security requirements, an expansion of the Red list countries or the inclusion of additional designated ports of arrival.",
