The overall aim is to promote a culture of empowered signposting so residents in contact with agents of the programme can be signposted to beneficial services and offers to prevent greater need in the future. The development partner will be required to co-design and develop the tool with stakeholders within the Council, other statutory stakeholders and the voluntary and community sector. These tools will be used to assist front-line staff in supporting residents, and will also need to be freely available to local residents to self-serve.",
