The Service Provider is expected to provide the following services to each of the emerging Federal States: * Technical advice on the establishment of public financial management systems, ranging from strategic advice on sequencing and priorities to operational advice on processes and resources (including staffing) * Training on the skills required to operate public financial management systems, including mentoring for senior officials * Procurement and commissioning of a Financial Management Information System (FMIS), including pre-financing if necessary, allowing the establishment of a Treasury Single Account * The provision of limited on-budget grant support to the Emerging States, to finance some initial capital projects as a means to demonstrate system effectiveness Additional information: All relevant information relating to this Contract Notice can be found on the DFID Supplier Portal where suppliers can register their interest directly.
