These Additional Services must also be available to all district councils in Northamptonshire and also to the County Council at the provider's tendered rates. This requirement will continue after local government re-organisation too - anticipated Apr/May 2020 but not yet confirmed. The estimated contract value is based on the current annual cost of the services required by the Borough Council only, that is: the annual charge for each of the core Estate Management and FM services respectively plus annual expenditure on Additional services, both in support of these core services and ad hoc. Short-listed bidders will be required to provide a fixed annual fee for each of the core Estate Management and Facilities Management services, respectively, plus a schedule of rates for the Additional property related services. The demand for, and estimated value of, services that may be required by other district councils within Northamptonshire and the County Council is not known. Estate Management: Currently, the Council's Investment Portfolio includes 110 separate properties with 221 let units providing a gross rental income of PS2.64m, 25 vacant units and 31 plots of land let on ground leases. The asset value isPS58.9m as at 31st March 2018. During the life of the contract it is inevitable that the portfolio will change in the light of operational and investment considerations. The investment portfolio is about 9.6% vacant by ERV. Facilities Management services are required to support the maintenance and repair of the Investment Portfolio and must include all statutory testing, Health and Safety matters and reactive and planned maintenance. Additional Services that may be required by the Council include acquisitions, disposal and lettings, valuations, condition schedules, photographic schedules, dilapidations, party wall awards and consultancy services such as building surveying, quantity surveying, town and country planning, architectural services and project management. This is not an exhaustive list. These additional services must also be available to local government districts throughout Northamptonshire and to the County Council, at the provider's tendered schedule of rates. The deadline for short-listing questionnaires is noon Wed 24th April. A minimum of five bidders will be short-listed and invited to bid. The Council is aiming to issue the Invitation to Tender by 13th May with a deadline for bids of 7th June. The dates for the ITT may be subject to change. Contract award is due early July and contract start is 8th Nov.
