For learners with a legal entitlement, we think it right that government specify the qualification offer available. Eligible qualifications which can be delivered as part of the Level 2, Level 3 and English and maths provision, will fall under the Legal Entitlement allocation. We continue to expect providers to work with a range of local partners and stakeholders to ensure that the local learning offer meets local needs.",
