The council has selected the following sites for the scope of the study, as a minimum requirement: Basing View, Basingstoke Town Centre and clusters of council owned properties. The consultant should also consider the wider area within the Basingstoke and Deane borough boundary. Additionally, advice is requested on how district heating could be made viable at the major Leisure Park and Manydown development sites, as well as an assessment of opportunities at the Chineham Energy Recovery Facility, other local plan housing sites, and the council's managed woodland. The required outcome of the study is a thorough, well-considered and evidence based report, with a visual summary for presentation to decision-makers, which enables the council to decide which potential projects are likely to be the most advantageous for the borough and which should progress to feasibility stage. The council is seeking the most comprehensive and high quality submission delivering best value for money, within an allocated budget of up to PS55,000.00, to include all expenses and disbursements. Any submissions in excess of the maximum PS55,000.00 budget will automatically fail and not be considered further. The work must be completed by Friday 24th November 2017.
