Commissioners can establish the provider it wishes to engage with under this competition exemption, not excluding bidders who failed to submit compliant bids for the previous procurement. Considering legislative options / previous procurement with uncompliant/ no suitable tenders, no contract award, Commissioners intend to re-commission this contract via Single Tender Action negotiated procedure without prior publication directly with a chosen provider. The service is for adults aged over 18 living in Norfolk (excluding Great Yarmouth and Waveney) whose primary diagnosis is an eating disorder, with support, help and advice for carers, families and friends. Core principles are community out-patient treatment, maintaining autonomy, maximising naturally occurring sources of support to promote recovery and minimise the occurrences of relapse.",
