        "title": "Health Economics Feasibility Study",
        "description": "This purpose of this proposal is to consider the adoption of a health economic evaluation model to replace the relative prioritisation process conducted through the Clinical Priorities Advisory Group (CPAG), for all cost-pressure policies in Specialised Commissioning determined to be 'for routine commissioning'. An overview of the policy development process is presented in the Methods document. The proposed introduction of a health economic evaluation model aims to improve transparency in the decision-making process and to make funding recommendations throughout the financial year rather than at one or two meetings per year. This will speed up the access to the treatments that are agreed to be funded by NHS England. A feasibility study is proposed as the first stage (Stage 1) in a two-part process to determine if any standard health economic models can be applied to the CPAG prioritisation process. If any standard health economic models are found by two independent health economists to be both applicable and practicable to cost-pressure policies in Specialised Commissioning, a pilot study can then be carried out incorporating the respective recommendations (Stage 2). The expected outcomes to be provided by the independent health economists for this proposal are as follows: I. To determine whether any standard health economic model(s) can be applied to cost-pressure policies in Specialised Commissioning determined to be for routine commissioning. These include but are not limited to: CUA, probabilistic evaluation, pairwise comparisons and the STAR methodology. II. To provide a report of no longer than 20 pages with an executive summary on the health economic models examined, outlining their respective strengths, weaknesses and the degree of applicability and practicality of incorporating the aforementioned model(s) to cost-pressure policies in Specialised Commissioning III. To review the framework of the current process and identify any shortfalls required to inform a health economic model IV.
