These outputs include provision of training, including to new joiners to the Royal Navy; diving operations; and inshore survey operations. Inability to provide proactive and reactive maintenance to the vessels providing these outputs, which would have occurred by not using this procedure, would have resulted in rapid withdrawal from service and therefore to follow the usual time limits would have had a genuine adverse effect on our ability to maintain operational outputs. In order to ensure the prospective contract was only bound to the essential scope urgently required, the contract was to be let for a period of two years, with a view that longer term support to this fleet would be factored into a future competitive procurement to be let by 31 Mar 26."
