The LTR procedure allows for flexibility with the Authority choosing to use a one-stage procedure that can encompass dialogue sessions and negotiations between the Authority and the bidders. There is also scope for of discussing none material changes to the terms and conditions of the Authority proposes to enter into with the successful bidder(s).
