        "description": "Metropolitan Borough Council intends to create a Construction and Highways Services & Works Framework (CHSWF) for the provision of Responsive & Planned Building Repairs, Construction Services and Highways Works. This Framework is being set up for Oldham Council and the Councils strategic partner, Unity Partnership, to deliver Construction and Highways Services to all internal departments and any organisation that Oldham Council is associated with.
