The Council has a proven track record in tackling environmental crime via a range of education and enforcement powers. The Council has utilised Fixed Penalty Notices (FPN) for a number of years to tackle environmental crime. Against this backdrop in April 2017 the Council established a Fixed Penalty Notice Pilot and this has been delivered by a third party to tackle; littering, dog fouling, chewing gum and to provide support to the Council of the enforcement of an existing Town Centre Public Space Protection Order (PSPO). Over the 12 month period of whole borough coverage, it is anticipated that an approximate of 6,000 FPNs will be issued (This figure excludes the enforcement of the PSPO). Across the life of the pilot a minimum payment rate of 75% is expected to be achieved with minimal cancellation of FPNs. It is anticipated that in the delivery of any future contracted service, that local Government TUPE Regulations will apply.
