The expert advice will support development of reforms to the slot allocation system, to feed into an Aviation Strategy Green Paper consultation (due to be published in autumn 2018) and a subsequent White Paper (due in the first half of 2019). The Department requires a technical expert to: 1. Provide technical advice on how ACL (the UK's designated slot co-ordinator) currently allocates slots in different circumstances, and implications for the allocation of new slots following Heathrow's expansion; 2. Provide technical advice on a number of identified options for slot reform; the interaction with the Government's objectives for slot reform and wider public policy objectives; and practical considerations related to implementation; 3. Engage with key airline, airport and slot co-ordinator stakeholders, to advise on the appetite for reforming current slot allocation rules, and preferences for slot reform options; and, 4. Engage with airlines and other relevant stakeholders to provide market insight on likely airline bidding patterns for slots at an expanded Heathrow.
