Brief Description of Requirement The aim of this study is to understand the different options for designing and running an energy efficiency auction and the likely impact of those options on the success of the auction. This should consider evidence from energy related auctions in the UK and overseas. It should set out the options available for each stage of the auction and the potential impact of each option. The advice should take particular consideration of our target audience - SMEs as well as market actors bidding into the auction, who will be responsible for aggregating measures from SMEs. The study will increase BEIS's understanding of how similar auctions work, the range of choices in the design and scope of an auction, and their impacts.
