A particular requirement is for an external body to: * Examine our proposals and plans for flaws that could lead to complications or challenges. * Review pre consultation engagement and governance processes * Provide feedback on engagement plans across the consultation timelines * Provide feedback on the quality of a consultation document and any related documentation * Add value to any engagement or consultation plans. * Quality assure at all stages of the consultation. * Guidance on any missing documentations, processes, or engagement routes * Sign post to best practice at every stage of consultation * Ensure steps are taken to provide ECC with a 'Consultation Readiness' Certificate",
