Having previously benefited from HNDU funding for Phase 1 and 2 feasibility studies the Council, with the assistance of further HNDU funding, is now in a position to commission Detailed Project Development and Green Book compliant business case. Sunderland City Council are therefore tendering the required work in two lots; Lot 1 - Techno Techonomic, Lot 2 - Legal, with a requirement for collaborative working between the two lots. This will be divided into two lots bidders can bid for one or both lots.",
