The numbers will be subject to change at the discretion of the Norwich City Council. There will be 25-75% split in the budget allocation over the 5-year period proportioned against 'New' systems and 'Upgrade' of our current stock respectively. This is subject to budget allocation from Norwich City Council and could be subject to change.",
