Following some limited market engagement in the locality, the CCG are of the view that Bevan Healthcare is the only provider in the market capable of providing this service at the current time due to their experience with this specific population and their specialised workforce and, as such, that competition is absent for technical reasons (Reg 32(2)(b(ii)) thereby justifying the direct award of this contract by way of the negotiated procedure without prior notification.",
