Magnox Ltd considers that there are no other suppliers in the market who are able to offer approved DCICs and associated equipment as the IP for the DCIC designs, maintenance, inspection and operating specifications reside with GNS. No reasonable alternative or substitute exists and the absence of competition is not the result of an artificial narrowing down of the parameters of the procurement. Use of DCICs underpins Magnox waste retrieval projects and this award covers the remaining 'legacy' requirement. Magnox Ltd is therefore proposing to award a 10 year agreement to GNS, which will allow enough time to complete the waste retrieval programmes using DCICs. The values quoted within this VEAT notice are estimates, with the majority of the cost attributed to the additional 30 DCICs."
