There is a reseller market available for Atlassian licences, which could allow for a degree of competition to be created. However, this option has been explored previously and for the NHSBSA this route would only add additional cost, an extra tier to manage in the supply chain and add little to no value. Hence, the decision was taken that a direct relationship with Atlassian represents better value for money than a reseller competition."
