PROBLEM SOLVING HIERARCHY 17.1 Cartrefi Conwy will operate the Programmes as a partnership in a spirit of trust and mutual co-operation with an emphasis on delivering an excellent service to customers and problem solving. 17.2 Issues or disputes should generally be resolved at source between the relevant parties involved in accordance with clause 14 of the Contract. In this regard Cartrefi Conwy will expect that all parties will adopt a proactive approach to the identification of issues and will provide early warning of any problems likely to affect the cost or performance of their respective Programme. 17.3 Where it is not possible to solve the issue at source, the following Problem Solving Hierarchy will be followed: Stage 1: The selected Service Provider's Operations Manager/Surveyor/Consultant and Cartrefi Conwy's Contracts Manager will consider any matters on an informal basis and seek a joint resolution. Where the outcome is not satisfactory to both parties or cannot be resolved within 5 working days, either party may escalate the matter to Stage 2; Stage 2: The selected Service Provider's Operations Director and Cartrefi Conwy's Lead Contracts Manager will consider the matter and seek to agree a mutually acceptable resolution to the dispute. Where the outcome is not satisfactory to both parties or cannot be resolved within a further 5 working days, either party may escalate the matter to Stage 3; Stage 3: The selected Service Provider's Regional Director and Cartrefi Conwy's Head of Compliance, Investment and Assets will consider the matter and will determine the most equitable and amicable outcome in the interests of both parties.
