Tidworth Town Council will undertake the procurement exercise, on behalf of itself and the Commissioner, and (if an award is made) enter into the contract with the successful tenderer. It will separately enter into a \"back-to-back\" agreement for lease and subsequent lease with the Commissioner. The Commissioner will not be a party to the contract with the successful tenderer but will be a beneficiary of it through its arrangements with the Town Council. The construction of the new facility will be funded jointly by the Town Council and the Commissioner.
