In addition, there are very specific interoperability requirements between the Carriers requiring commonality of PAL systems across the fleet. To introduce a change in contractor at this stage would also cause significant inconvenience, delays and substantial duplication of cost for MoD, as it would result in the need to strip out and replace the current PAL system across the fleet. This constitutes a permitted modification under that regulation"
