                    "rationale": "Need for additional works, services or supplies by the original contractor/concessionaire: The additional services have become necessary due to the difficulties in consulting stakeholders during the Covid-19 pandemic in order to identify the priority requirements for the follow-on children's public health procurement that is due to commence in the autumn of 2021 given that the Contracting Authority anticipates that these priority requirements will have changed due to the impact of the Covid-19 pandemic. A change of contractor for the 6 month period cannot be made for economic reasons because to do so would mean the deployment of significant resource at expense to the Contracting Authority in parallel to the planning of the follow-on procurement. As such, this would cause the Contracting Authority significant inconvenience and substantial duplication of costs. The value of the contract modification does not exceed 50% of the original contract (PS35,451,926)."
