The Council is considering partnering with a developing housing association to deliver the scheme, procured through a design competition, supported by a detailed design brief produced by the Council. The scheme is in response to meeting the needs of individuals with complex needs and challenging behaviour who are currently residing outside Hertfordshire in in-patient settings. The scheme falls within the NHS Transforming Care programme, and NHSE&I are supportive of the scheme, including providing possible capital funding. The Care and Support will be procured through the Supported Living Framework.The housing association will be responsible for all housing management and landlord/facilities functions and will be required to work proactively with the care provider.Further details are in the PPME Document.",
