        "procurementMethodRationale": "The Council terminated its arrangement with its Joint Venture Partner with effect from 01 July 2020 and all services provided by the Joint Venture Partner and associated services were novated where possible to the new wholly owned company, SWISCo, set up by the Council. The existing Agreement with the incumbent Contractor ends on 31 December 2021 and due to the continuing review of services it has not been possible to re-tender this Agreement in time. We envisage the procurement exercise will take a further six months and we will therefore not be in a position to contract with a new supplier until 01 July 2022. In order to ensure continuity of provision during this time the Council is intending to make a direct award of a six month Agreement to the incumbent supplier."
