HSS Hire Service Group Limited, is the plant hire provider for the equipment currently on site and in operation to enable the incumbent service provider to deliver the service on behalf of Gloucester City Council. Ubico intends to take on the hire of the existing equipment from HSS Hire to enable services to be delivered from day 1 of the contract. Competition is absent for technical reasons because the staff are trained on the use of the current equipment. There would not be time to procure and safely train staff in the operation of new equipment. Supply chain lead times on equipment is excessive due to the pandemic. Manufactures procurement lead times are in excess of 26 weeks and up to 50 weeks. Ubico sought an alternative supplier through its Framework of hire vehicle suppliers but Framework suppliers were not able to meet the requirements. Ubico and Gloucester City Council are currently in progress of identifying the future service delivery requirements to enable equipment to be purchased to replace the hires.
