The new regulations will be underpinned by Ofsted Inspections and will require providers to be registered with Ofsted. The Council is unable to embark on re-procurement of the service, as it awaits the publication of the regulations. It is therefore making a direct awards of contracts for a period of 12 months, enabling it to work with the providers to a locally agreed framework for the YPSAF service, which requires the providers to accept contractual risks in the provision of the service. The Council anticipates that the new regulations will be published in March 2023 and the direct award of contracts for 12 months will enable the Council to understand the full implications of the new
