Solutions for each have already been developed, tested and validated for ESN services in the primary area; repeating that work, in particular for satellite, for different solutions in the extended area would have a substantial cost and time impact. An alternative provider would also require connectivity into the Lot 3 supplier's ESN core network, again duplicating work already carried out with the Lot 3 supplier with the associated additional cost. The Lot 3 supplier monitors and manages the ESN equipment connected to each end of the backhaul link in the extended area as it does for all equipment and the backhaul links in the primary area.
