which a diligent contracting authority/entity could not foresee: The Authority prepared and was ready to publish the re-tender for the Insourcing of Clinical Support Services framework agreement in April 2022. Due to unforeseen circumstances regarding the Authority's new e-procurement portal having technical issues and not being functional for the requirements of launching a tender to enable compliant evaluation processes on the expected launch date, the Authority's was unable to go live and publish the contract notice originally planned. The Authority had no alternative option to publish the tender as the Authority's previous procurement portal was terminated when the contract for the new procurement portal went live and therefore the authority could not rely on the previous portal. The authority has been working extremely hard to resolve this issue and because of this issue there is a need to modify the term of the contract by 3 months.
