HIAL may seek independent financial and market advice to assist in the evaluation of economic and financial standing. Where a Tenderer does not meet the minimum required standards of economic and financial standing, the Tenderer may still be eligible for consideration where their submission is supported by a parent company, bank or other appropriate third party guarantee in form and substance satisfactory to HIAL. Tenderers are required to complete and submit a downloadable SCAS Supplier Assurance Questionnaire report. HIAL will use the responses to the SCAS Supplier Assurance Questionnaire to determine whether a Cyber Implementation Plan is required to mitigate any identified cyber-security risk. If not all requirements are met, HIAL reserves the right to allow Tenderers to \"pass\" by the submission of a credible cyber Implementation Plan.",
