        "procurementMethodRationale": "It is considered that placement of this contract using the Negotiated Procedure Without Prior Publication of a contract notice is lawful pursuant Regulation 16 (1) (a)(ii) of the Defence and Security Public Contracts Regulations 2011 for Technical Reasons. Raytheon Systems Limited (RSL), as the original Equipment Manufacturer and own the software for the Advanced Battlefield Computer System (ABACUS), which is an integral part of the CAST system. They are therefore the only supplier who has access to the necessary technical data, source code and design drawings to be able to provide CLS which is the provision of a managed service for the maintenance and repair of existing equipment, which is integral to the delivery of CAST. Further for the reasons previously stated, only RSL has the specific skills, know-how and experience to provide Post Design Services (PDS) for modifications and design alterations/enhancements to the existing software due to this technical knowledge. For these technical reasons, the Contract may only be awarded to RSL."
