An engineering proposal will then be refined through engagement with statuary undertakers and permitting authorities to understand site specific constraints and risks. OEM's will be consulted to further refine CAPEX and OPEX costs associated with delivery, and propose the commercial and regulatory operating model in preparation for a legally binding agreement. The Beta phase delivery programme will then be designed in line with proposed delivery partners and the project supply chain, based on the findings of the work completed in Alpha.",
