Staffordshire County Council (SCC) is seeking responses from the independent Best Interests Assessors marketplace about their ability to complete and supply Best Interests Assessments (BIA)- Deprivation of Liberty Safeguards (DoLS). The Council is looking to award against two Lots:- Lot 1 Provision of end-to-end Best Interests Assessor Service Lot 2 a Framework of Suppliers to deliver an Independent Best Interests Assessments Service. Best Interests Assessments are a statutory function of the Local Authority as a part of the assessment process for the Deprivation of Liberty Safeguards. The Deprivation of Liberty Safeguards (DoLS) are designed to protect the interests of extremely vulnerable individuals accommodated in care homes and hospitals - people who have a mental disorder such as dementia or a profound learning disability who lack capacity to give informed consent to the accommodation arrangements made for their care and/or treatment and for whom deprivation of their liberty is considered after an independent assessment to be necessary in their best interests to protect them from harm. Under the current legislation the Local Authority is the supervisory body and as such has the statutory duty to ensure that assessments are undertaken and DoLS authorisations are in place. SCC is holding a bidder event for interested parties via Teams at 10.00 - 11.00 on the 11th of October 2023. The event is open to all but primarily aimed at independent Best Interest Assessors. The event will give a brief overview of commissioning intentions and explain the procurement process. There will be an opportunity to raise questions. If you would like to attend the event, please contact Lisa Dobric lisa.dobric@staffordshire.gov.uk who will send you a meeting invite.",
