This national policy shift has been underpinned by the introduction of additional grant funding, which was not made available when the contract was originally awarded. The funding is predicated on the achievement of specific targets, including increasing the number of people accessing treatment and staff capacity within service provider organisations. There is a strong national steer and indication from the provider market that entering into procurement activity before the current funding cycle has been concluded will lead to providers pausing the recruitment of extra staff capacity that is needed to achieve policy and funding requirements.
