Eligible Boroughs were: Islington, Croydon, Lambeth, Hackney, Enfield, Haringey, Lewisham, Southwark, Tower Hamlets, Camden, Brent, Greenwich, Newham, Barking and Dagenham, Waltham Forest. ITT was published under the light touch regime (LTR) - PCR 2015, in the ITT VRU stated it intends to award minimum of 6 consortiums, during the course of the tender process more funding was made available to the VRU, a decision was made to award to 9 consortiums for the initial period of 2 years with the option to extend further 2 year, totalling a 4 year contract awards for each consortium.
