It is considered that this contract can be placed using the negotiated procedure without prior publication of a contract notice, due to technical reasons (regulation 32(2)(b)(ii)) relating to specific know-how, Wastewater Fuels Limited being the only organisation able to meet the requirements of the Futures Research and Experimentation programme. WWF Ltd have produced equipment which has been tested in the lab environment and this requirement builds on that work by continuing the test in a live field environment. WWF Ltd is the only contractor which can perform this requirement, having the necessary rights to the relevant technology & equipment."
