"procurementMethodRationale": "Norfolk and Waveney ICB are direct awarding a caretaker contract contract from 11th December 2023 - 31st March 2025 for the provision of Primary Care Medical Services for Greater Norwich Population to include: Registered Patient List at Norwich Practices Health Centre, Co-located Walk In Centre and Vulnerable Adults Service(VAS) services without prior publication under Regulation 32(2) (c) of the Public Contract Regulations which states the following;
\"Insofar as is strictly necessary where, for reasons of extreme urgency brought about by events unforeseeable by the contracting authority, as the time limits for the open or restricted procedures or competitive procedures with negotiation could not be complied with\"
In terms of the circumstances, these were:
(i) The current contract holder could not remain financially and operationally sustainable beyond 2023.
(ii) There is a necessity to ensure continuity of service to the patients and resilience support to the wider health urgent care system is maintained during winter.
(iii) There is insufficient time to run a formal procurement given the immediacy of needing to ensure continuity of service
Norfolk and Waveney ICB will be procuring these services in 2024/2025 with a service commencement date of 1st April 2025."

Therefore Norfolk & Waveney ICB need to extend the current caretaker contract for 12 months to allow a competitive process to be carried out.
Lifetime value of the 12 month modification contract is PS10,332,537 which is a change of the lifetime value of PS3,812,847 and the contract is being delivered between the following dates;

"rationale": "Need for modification brought about by circumstances which a diligent contracting authority/entity could not foresee: The justification to why the modification was made under urgent circumstances was due to the abandonment of the competitive process and to ensure continuity of services.
Under regulation 14 (2)(a-c) of the Healthcare Services (Provider Selection Regime) Regulations 2023 which states the following:
14.--(1) Regulations 6 to 13 are subject to this regulation.
(2) Where a relevant authority considers that--
(a)an award or modification must be made urgently,
(b)the reason for the urgency was not foreseeable by and not attributable to the relevant authority, and
(c)delaying the award of the contract or modification to satisfy the requirements of regulations 6 to 13 would be likely to pose a risk to patient or public safety,"
