Vital have demonstrated their capability and expertise to deliver a scheme of this complexity. As Refit Phase 3 would be a continuation of the strategy and decarbonisation measures undertaken by Vital, it is beneficial from the aspects of technical consistency and compatibility to appoint Vital for this further program of work. Regulation 32 (5b) of the Public Contract Regulation permits Vital to be appointed for this further phase of work following a publication of a Contract award notice on Sell2Wales. Consequences of not awarding the contract: Loss of annual cost and carbon savings of 603k GBP and 477 tonnes respectively. Net savings following the payback milestone after a period of 11 years. With Energy prices likely to rise continuously over the next 10 years, the real net annual savings would probably exceed the annual Salix Payments.
