The Regulation applies as no other telecare solution can provide the Council's requirements in full: 1. Provide stability of the current service whilst completing the digital switchover and enable the Council to carry out a competitive tender process during this period. 2. Digital solution requiring no modification when Open Reach replace/switch off the analogue PSTN."
