All other Candidates will be excluded from the process. In the event fewer than 4 (four) Candidates submit a PQQ response then all Candidates who have submitted a response will be invited to submit a tender subject to each remaining Candidate: (1) passing all \"pass / fail\" questions; and (2) not being excluded from the selection process by Shropshire Council as a result of scoring 0 (zero) marks [unacceptable] in respect of 1 (one), or more of the scored questions. Shropshire Council reserves the right to appoint the contractor on the basis of initial tenders submitted in response to the Invitation to Submit Initial Tender (\"ISIT\"), but may elect to proceed to a negotiation period in its absolute discretion. If Shropshire Council elects to proceed, the aim of any negotiation period will be to enable Shropshire Council to negotiate with each tenderer their initial tender (and, if applicable, any revised tenders submitted by them in response to Shropshire Council's request except for the final tender) to improve its content.",
