Reasons for urgency: Increase in demand for GP services anticipated as a result of pause and subsequent restriction of blood tests as a result of the cyber attack Additional demand on GP services as part of undertaking restoration and recovery now services have transitioned back to Synnovis. Potential risk of impact as a result of collective action in line with BMA guidance; the intentions are unknown and cannot be fully defined at this stage These were unexpected factors that will exacerbate the usual winter pressures and therefore required a rapid procurement of additional GP capacity to maintain safe patient care over the Nov-April period",
