The events unforseeable were that the University of Strathclyde's current provider of these services (Carlton Carbon Ltd (13282768)) have defaulted on their contract with the contracting authority, and will no longer purchase carbon allowances on its behalf. Considering that the current rates for these carbon allowances are at considerably low levels, the University of Strathclyde urgently needs to purchase these now in an effort to reduce the potential costs if they increase again.
