"rationale": "Need for additional works, services or supplies by the original contractor/concessionaire: The value uplift has become necessary to cover additional activity during FY 25/26 and the following two years as required by the funders of UKHSA's International Health Regulation Strengthening Project (IHR-SP); DHSC. The contract has been modified to enable the IHR-SP to utilise the additional funding which has become available.
The CM is permissible under Section 72(1)(b) of PCR 2015 which provides for modifications in situations where services additional to those originally anticipated are required i.e. 'for additional...services...by the original contractor that have become necessary and were not included in the initial procurement, where a change of contractor (i) cannot be made for economic or technical reasons...or (ii) would cause significant inconvenience or substantial duplication of costs...', provided that any increase in price does not exceed 50% of the value of the original contract'."
