Each of these elements are considered fundamental to the delivery of the service, and are assessed as having equal weighting as part of the decision making. Commissioners also considered the relative importance of each of the key criteria. In assessing this, a decision was reached that each of the criteria should be considered as having equal weight, owing the need for a holistic service offer that satisfies each of the criteria. These key criteria were selected on this basis (of course, the full service spec outlies additional service requirements beyond these criteria).",
