This decision was not taken lightly, but for the following reasons: 1. On reviewing the pricing templates, suppliers had made different assumptions on the type of services required and as a result the evaluation panel could not be confident that they were fairly evaluating like for like. 2. Face to face is the Council's default for the provision of services and amendments to the specification and form of tender need to be made to ensure this is strongly reflected in the responses received to provide the best service for our officers. Due to the reasons above, the Council, as per the terms and conditions in the Invitation to Tender part A 25.1 is withdrawing this Invitation to Tender: \"The Council is not making a commitment in issuing this invitation to tender, nor is it bound to accept the lowest tender, or indeed any tender.
