The service will ensure access to suitable, full-time education for children and young people who are unable to attend mainstream school or college for reasons associated with illness, exclusion, medical needs, special educational needs and disabilities (SEND) or other exceptional circumstances. Services may be delivered through a range of settings, including local authority and maintained provisions, mainstream schools and colleges, independent and specialist providers, community or work-based environments, or online learning where appropriate. All commissioned services must comply with statutory requirements and meet defined quality standards.",
