The Qualification Envelope will be evaluated to determine the bidder's capacity and capability to provide the requirement. Responses to questions will be evaluated on the basis of the scoring methodology set out in the qualification envelope. Bidders are to note that any Tenders which do not meet the conditions for participation minimum threshold and do not pass all questions within the qualification envelope, will not proceed to the technical evaluation stage of the evaluation process. If a bidder's responses to the qualification meet the commissioner's minimum threshold and pass all questions within the qualification envelope, it will proceed to Stage 3. Review of the technical evaluation. Stage 3 - Technical (Scored Requirements) - Bidders who have passed all proceedings stages will have the technical (scored) response evaluated in accordance with the evaluation methodology set out in the ITT document. Bidders that pass the written technical evaluation will be invited to present their bids to the panel. The presentation will be unscored but clarifying questions may be asked. Original scored may be adjusted in light of clarification responses.
